Subscriber App PWA vs native — which for our market?

In our region iOS penetration is ~18%, Android ~78% (mostly mid-range), and about a third of new subscribers install-shy. Considering pushing the PWA hard rather than building for the stores. Interested in what people who chose PWA see for engagement — do subscribers actually install-to-home-screen?

Went PWA-first, ~35% install-to-home-screen after we added the prompt on second visit. Native has better engagement (~55%) but at 3× the maintenance cost. For an Android-heavy market I'd start PWA and only build native if you hit real ceiling.
